I am an Indian citizen (working in Singapore). I am planning to buy a mum-sing-mum air ticket from India, as the rates are much lower there compared to singapore. Will I be allowed to do that? Secondly, can I buy a 1y open ticket for return leg (sing-bom) of the journey?

MUM-SING-MUM? WTF is that. Oh .. I get it … BOM-SIN-BOM as in IATA airport convention.
Anyway, most airlines do not allow that. But check if there is any budget carriers that sells one-way tickets. You can use BOM-SIN or SIN-BOM based on your tickets dates.
