I believe you get miles for the $$ spent but he would get the miles flown

Erin is correct. You would earn the miles for the money spent on your credit card. the actual passenger would accrue the frequent flyer miles from the flight.

You will get the miles for the dollars charged on your credit card, and if you put your frequent flyer number on the ticket you can get those too. They should go to the person that flies, but it’s not always caught.
The best way to do it is to buy the ticket and don’t put a frequent flyer number on the reservation. At the gate, have your friend ask the agent to “their” frequent flyer number on the reservation and have them give you number.
They don’t check to make sure they match as I have given the gate agent my number and they mistype it and I don’t get credit and have to go back to the airline to get the credit later.
